"Yes, and, yes and, yes and..." solutions.
Everyone has different needs and motivations. Solutions, like policies, often only cover one solution. Instead, develop different solutions that work for different people.
Majority of Minority Trail.
Make a solution that works for the majority. Then you look at who is left out, and make a solution for that group. Then you look at who is left out, and you make a solution for that group. Repeat. If for some reason you have reached the last group of people (this should be an extremely small percentage, exponentially smaller than 1% of the population) and their needs are too diverse to fit into a clean solution, create customized solutions.
Combine solutions.
When possible, cover more than one demographic with the same solution. As an example, often times people who are elderly have the same needs as young people with disabilities. Don't bar one group from accessing services they need because they aren't the target audience.
